Are landlines and DSL soon to be out moded? Our landline and DSL come in over old wires, over 3 dozen townhouse units have 44 year old underground lines. I cannot determine: who should pay for replacing the lines which are under The townhouse association property. Who thinks replacing the wires is unnecessary because landlines will be outdated soon, who knows how much replacement lines would cost? I was on hold for several different AT&T staff for 90 min. No one could help. If our association must pay, how much should we save for the project? How would I order new telephone wires-lines? Thanks.
My Device: iPhone 5 & Samsung Focus

Landlines have been around for a long time and while they certainly aren't used as heavily anymore, they serve a purpose and a lot of people rely on them.
I'm no expert on property law so I can't offer any information on who should pay to upgrade or replace the lines.
Are you seeing an issue with the service that's prompting your research into replacing the lines?
