Unsatisfac tory with the new AT&T service.

Good afternoon. I cannot speak English very well, so I'd rather post my complaints on this website instead, and please excuse any wrong usage of grammars.
After experiencing some terrible services with Comcast, I discontinued my business with them and surfed the web, searching for a new internet servive. Then I found AT&T. I clicked on their newly promoting high speed internet package and when the info popped up, everything seemed awesome, so I contacted the branch right away to establish a service.
This Monday, June 11th, 2012, a technician arrived in the morming and I finally recieved my new AT&T Netgear DSL (I aksed the technician "would internet work when I plug the modem to any phone jack in the house?" and he said yes).
Anyway, after plugging in and setting up everything, I began my registration on my desktop. However, the light on the modem's "broadband" was keep blinking and was red. I thought "hmm...weird," and read on my recipt, "the service starts at 8:00 p.m. on the day of recieving." So I waited and waited until 8 and started my registration. Nevertheless, same issue occurred, so this time, I moved my whole computer set and the modem out to the livingroom (I originally placed them in my bedroom). Did it work? nope, red light still blinking. I was extremely annoyed and called the AT&T to ask regarding the issue; the lady on the phone told me she would send a technician to my house to fix the problem and told me it would be Thursday when he comes.
The next morning, surprisingly, the technician visitied my house. He took out this yellow barcode gun looking object from his bag/belt and worked on the phone jack and the ethernet cord. Soon, the red blinking light turned green and solid.. And I asked him to make sure, "if we plug the modem into ANY phonejack in the hosue, would the internet still work?" and the answer was, just like the guy who set up the internet box outside, "yes. most definitely it would."
He then left the house and so did I, off to my work. When I came back, I finally registered my computer and moved it to my bedroom. And right when I plugged the modem into a phone jack, the annoying red light started to blink again (I couldn't believe it). Sigh...I wanted to double check so I took the whole computer set + modem out into the livingroom and tried. IT WORKED. When I brought them back to my bedroom, it DIDN'T work. So once again, I got frustrated and called AT&T about 2-3 days later. Unfortunately, the person told me, "I apologize for our mistake, sir, but your internet will work anywhere in the house only when you have phone services with AT&T. To establish another phone jack or to remove and re-establish a current one, you must pay 90 something dollars." How nonsense it is!
I argued that this makes no sense and is outrageous. Why do I even have to pay to fix a mistake that I didn't make?! Was it my mistake? was it? nobody from AT&T that I spoke with told me about such bull crap. NEVER. How should I've known whether I need an AT&T phone service in order to use any phone jack? Shouldn't somebody be in charge of telling customers about this previously?! I am right now SICK of this nonsense. It is unacceptable and complainable.
There is no contract fee or anything, so should I just try to look for another service? help!
