Who can I call/write to lodge a complaint? I had a series of unacceptab le experience s

I have been an solid, paying AT& T customer since 1978 with DSL service since 2005. I had the most frustrating, time and energy sucking experience with my DSL service which resulted in essentially having no service for 11 days, my purchasing 2 different new modems that were never needed, wasting hours and hours on 10 phone calls with technicians, lost personal business/income and endless stress, all because AT&T employees did everything they could do to avoid sending a technician on site to look for the problem When I technician did arrive on the 11th day, the problem was confirmed to be their responsibility and was fixed in a 30 minutes service call. I want someone at AT&T who can make a difference to know about my experience and I want to know what AT&T is willing to do to keep me as a customer after 34 years. I want to talk to a human. Who can I call? I searched the website twice for 30 minutes each time and can not find "The Buck stops here" person for customer service.

Unfortunately that's not where you'll actually get any solutions to your problems.
I would suggest sending a message to Alex. He or someone from his team will get in touch with you to address your issues, and these guys actually work for their bucks. They can't take away all that's happened, but I'm sure there would be some kind of redress.
