I called AT&T. There is a known issue with the tower in Estes Park. They said service "severely degraded". The issue has been "assigned" and the expected resolution time is 8:30 - 9:00 pm tonight (Tuesday). Minutes after getting off the phone, my phone is now displaying 3G and my wife's phone is displaying 4G for the first time today. Data seems to be working on both our phones now. Hopefully they are getting it fixed.
