How can I tell if AT&T is working on our cell towers?

Okay so I live in an area where we still have Edge service... And AT&T has said they are bringing 3G here very soon. Well, I usually have like 5 bars in my house but now I have usually 3-4, could this mean they're working On the towers? And how can I contact them to ask if they are?

Where do you live? They may be working on the towers. Usually during network upgrades the network goes down and up with service varying in terms of quality.
