You can call AT&T and ask them to see if there are any LTE towers in the works in that area. They can tell you the approx date aswell.

Hi there!

Sacremento is a fairly big market so I wouldn't rule out the possibility, but there is no info on LTE there at this time.

As far as Voice over LTE (VoLTE), there are no devices that places calls over the LTE network.
