North Eastern Virginia to West Virginia Coverage issues

Hello, over the past few days service has become increasingly poor.
I'm not sure if the network is being serviced or in need of repairs.
GPS has been completely disabled From Virginia to DC as well.
Atrix 4G could not locate GPS at all today so I had to revert to my Garmin.
No, its not the phone, I turned off/on the GPS, and even restarted the phone a few times.
I received/made calls and dropped calls, received/sent text messages too.

I've been complaining about horrible service in Northern Virginia for weeks. The service has always been lousy, but the past couple of months have been beyond the pale. The data service is SO SLOW and often inaccessible. Voice calls drop constantly - even in areas with 3-5 bars of coverage. Grrrrrr! I never come near using my plan's monthly minutes or anywhere close to the new "just forget about the unlimited data plan you're paying for" data limits. Despite this, I was sure they were throttling my phone given how often the service fails even in areas that are supposed to have good coverage.
The first time I called in the person at tech support said the problem was my older 3g iPhone and said I had to upgrade the OS. This, of course, completely wrecked my iPhone which had to go to Apple for a complete wipe and reset.
Today, after dropping YET ANOTHER call during the morning commute time in an area that often carries calls without dropping in mid-afternoon, I called support again. (The other route has coverage holes that eat calls every time one drives by.) The rep confirmed that the entire 4G network in NoVa has been down for several weeks. This is causing all the 4G phones to roll over to the now ridiculously overwhelmed 3G network - and we get bumped off the network. It's apparently going to be several more weeks before the {please keep it courteous} in engineering will have the botched network upgrade fixed.
Has anyone tried the other carriers? Verizon has such wretchedly awful customer service for its landline and Fios services that I really hate to even consider them for wireless. Virgin Mobile (which runs on Sprint) announced new iPhone service coming soon. They have decent coverage and great, customer-friendly service for their prepaid wireless wifi product, but I'm not sure how the Sprint network works with iPhones. After 5 years of crummy service and now increasingly bad reliability, I am so fed up with ATT that I'm seriously considering other options.
