I have some property in northern Wisconsin that is in an area where service is nonexistent. I would be willing to let a tower go up on my land so the area can be serviced. Its important to me when I travel there to be able to use my phone.

Call AT&T and they can give you the address that you can provide the info to AT&T with about your prooperty and such. Just know that they do get hundreds of requests to towers to be built a day. Also, it does cost, literaly $10,000,000 USD for a tower to be built and usually about 2 years to complete- permits, building and such.

A 3G Microcell may be the solution. This is a device that bridges your phone to your router. I believe that the minimum requirement is a DSL internet service of 1.5 Mbps at your other place.

Is that dollar estimate the average, the max, the min, the median or what is it?

That is the average/median amount. Depending on the type of tower (normal, facade, GSM, or "4G") it will dictate the cost, but on average it is about 10 mill.
