Unusable Data in Waynesburg PA

I have an iPhone 4S I work in the town of Waynesburg PA. According to the map I should be in a 3G coverage area. My phone has never gone into 3G (or 4g) in this part of the county as soon as I hit the state line about 15 miles south I have good 4g coverage and as soon as get to the county line north I get good 4G coverage.
I have good edge coverage in this area except when I am in the town of Waynesburg as indicated by the map below. When in town I have full bars and excellent voice coverage but data coverage is almost nonexistent. Emails will only occasionally go through and browsing the web is impossible. The speed test apps will time out, when I can get a speed test app to work it will give me a result of about 17kb/s. On the outskirts of town edge coverage is fine (as fine as edge coverage can be anyway ) and I get consistent results between 90 and 120 kb/s(still on edge) and I can send and receive email normally and web pages load. The other people I know with AT&T service in this area are having the same issue. Voice calling and SMS are fine I do not even drop calls in the elevator. MMS fails in this area as well I cannot transmit an MMS message. I called AT&T they said nothing is wrong in this area and was told my phone should be showing 3G I was told resetting my network settings would resolve the problems and it did not. I think there is an issue in this area and it needs attention. I also think the map should be change to reflect that there is only edge coverage in this area. I encourage anyone else living or working in this area to post about their data coverage issues as well.
