I'm not sure what the 'E' network is verses the 3G and such, but it is 100% worthless. I have encountered this a few times while on business.
I can be in the middle of a stinking corn field and have 3G but in a town of 20,000 people and have 'E' and be unable to have a data connection.

The E means youre on an EDGE network. EDGE is 2g, which is worthless for a data connection.

E is EDGE. As previously stated, it is basically 2G. You can typically get that if you're in a thick walled building but you probably need to upgrade your phone.
