Why can't AT&T provide high sped data network AND a good voice signal at the same time?

Why can't AT&T provide high sped data network AND a good voice signal at the same time?
When I am connected to the H+ network, all my calls get dropped. Some right away, others within 20 minutes.
When they force my phone down unto the Edge network, I never get a dropped call and the signal strength remains above 50%...usually near 80%.
AT&T admits there might be a problem with their switching software, but refuses to fix it.
(Yes, I said REFUSES to fix it.)
My Motorola Atrix has been replaced 6 times, and we have tried 9 new SIM cards. So they have concluded my problem is not hardware based on my end.
A pure 3G phone I have (dumb phone) also gets excellant reception on both voice and 3G network.
The reception glitch is confined to the H+ network.
Other than getting AT&T to "LOCK" my Atrix down on the Edge network, does anyone have an acceptable work around for this issue?
