mobile reception worsening instead of improving issue

been an at&t user since 2/2005. this is my first post. i am just at the end of the rope with frustration. for the past 3+ years, i've complained about slow service or no service. many promises of improvements were given but in actuality, i am seeing a decrease in working service where i need it most.
to start, it all began with my motorola slvr to samsung blackjack2 to iphone3gs and now iphone4s.
i live in flushing, ny. on my commute to manhattan for work my mobile data service begins to deteriorate to the point of not being able to load even a simple page. the closer i get to manhattan, the worse the service becomes. same going back home. it works closer to home but when i'm home, i have wi-fi so i'm not using any of the services i'm paying for. i am so embarrassed when other people during my commute are able to load in seconds and i'm waiting 5 minutes until it tells me unable to connect.
at the office in manhattan in the late 50's street and madison avenue, for some absolutely strange reason, at&t refuses to work at it's full capacity. i used to sit 1 foot from the window on the 11th floor. extreme difficulty in getting reception. i moved to a different area being 20 feet from the window. forget trying to text, call or try to use data. it will not work. if it does, it's a miracle or it finally comes through few hours later. my mobile is basically useless in the office! however, when i am at the office after 7, it runs OK. not great but OK. i cannot tell you how embarrassing it is for all at&t users here. we are a big laugh among the verizon, sprint and even tmobile users!
here's the kicker. works fine anywhere else. in the beginning, when i called at&t, they'd tell me right before i go into the building, i should shut my phone off so it catches the closest signal. didn't work. continued to call and they told me they're fixing antennas. didn't work anyway. continued to call and promises of new kind of antennas on the side of buildings. never seen them. continued to call and they told me how iphone is actually not a good phone because their antennas are not good and suggested i get another smartphone other than iphone. i ignored him and continued to call. this next version was about at&t changing antennas to 4g with promises of improved and faster service. didn't happen. my last try they told me i will have to buy a microcell for $200 + tax. really? i have to spend $200+ to get my mobile to work? first, i can't hook it up in the office, i'm not an employer. second, can i carry that huge thing on my back during my 1:30 min commute each way. no.
i am at a point where i regret renewing last november because our office is our second home. i'm paying for service at x amount for something that refuses to work at the office 90% of the time. and since my last call, i have mentioned i guess the decision would have to be leave at&t to get service in the office and since then, the service worsened. trying to text someone when it shows 3 bars at 4g. i have to check the phone constantly if my text has gone through or not. several times i had to resend approximately 25 times. people tried calling but i never receive it. i try calling out and people tell me i am garbled.
i don't know how i will survive for the next 18 months! did anyone else ever get a solution to this problem? i want my phone to work in the office!
