IPAd 2 has slowed down, and now ATT says I have used up my data

I have noticed for the last several weeks that my IPAD churns continuously when on Facebook or the internet. Often I just cancel. A day ago I got a warning that I only had 20% left of my data for the month. I promptly made sure all apps were off, and turned it off and haven't used it since. Then today i get a warning that it's down to 10%. What is happening???

Do you have a data plan with ATT for your IPad? If so is it possible to go into your settings and have it search for available networks?
