What is max download data limit at ATT Wi-Fi hotspots?

I bought a new game on Steam and partially downloaded at home. I went to library which has ATT Wi-Fi hotspot but forgot to disable the download. I ended up downloading about 4GB of data while I was at the library. After sometime I got disconnected from the wi-fi hotspot. I tried connecting to the library wi-fi the next day but it didnt work.

Seems like my MAC address has been blocked on the ATT Wi-Fi hotspot at library (or elsewhere too....havent tried at different location yet). My question is what is the download data limit at att wi-fi hotspot? If I have exceed it, is there a waiting period before my MAC address gets white-listed again? Or am I permanently blocked?
