I've had a land line problem that has become an almost weekly occurrence lately.
During extremes in temperature or heavy rainfall, my phone line will go out. There is no dial tone and calls in get a slow busy. My DSL may connect (as it is now) at dial up speeds.
I've disconnected all my phones and tried the test port on the outside of the house and still no dial tone.
Tech support tests the line and says it is a problem with my wiring and they'll charge me $99 for a service call.
My line has been out for 1.5 days this time and I decided to prove that it wasn't my house wiring. I cut every line to every extension in my home. The test port is still dead. I call tech support and they test the line and say it is still a problem with my wiring. I tell them that I cut every connection to every line in my home but they insist it is still my wiring?!?
How can the problem with my in-house wiring if I've cut all of the inside connections at the interface box???
The repair van is supposed to come out tomorrow.. Hopefully, they'll see all the cut wires and finally figure out the problem. More than likely, the problem will clear up on its own again before they get here though.

Vindication!!!!
I have been dealing with this problem for years and it has gotten progressivly worse. Rain, heat and/or high humidity and my phone went dead.
The repair call I opened in June was closed when the tech found no fault. They got to it when it was dry and didn't go any further than testing the box on the house, didn't even look at the pedestal.
This time though, the tech found evidence of mice in the pedestal and bare wires. He is recommending that the pedestal be replaced due to damage but he fixed the bare wires. I told him about the pedestal up the street that has a garbage bag over it and the cover just laying on the ground nearby. He will recommend replacing that one as well.
Thank you Steve! You have given me back a little of my sanity. Out of the last dozen AT&T employees I've interacted with, you are the most helpful and easy to deal with.
