Why am I being charged a $36.00 upgrade fee on two new Android phones I purchased when I am eligible for a free upgrade? What does "free upgrade" mean?? I did not get the phones for free. What part of this whole transaction was free?

The $36 fee is unfortunately legit as outlined in their terms. As for a free upgrade, there are phones that are free you happended to choose a phone that was discounted from the full price but not necessarily free. You can always call and ask very very very nicely if they will waive it. You never know unless you ask.
