I have the GoPhone 10 cents per minute plan and have noticed that I'm being charged 20 cents when my call is under one minute. Is this standard practice?

The call starts as soon as you press "Send" or similar keys.

Why don't they start the timer for the displayed time when the call is sent?

You can check the call log to read the call duration. What does the log say?

I don't think I have a call log that displays the duration of previous calls. It just shows the time of the call. The duration for calls is displayed after it ends and when I'm charged .20 for a call that's displayed as 45 seconds, I have to wonder. I'll time my next call from the send and see how it compares with what is displayed.

I placed a call last night to leave a message that took me less than 20 seconds. The call log says 0:48, so the time to ring and listen to the receiver's outgoing message must have been just unter thirty seconds. Curiously, I received notification that my account was charged two minutes. To suggest that there are delays delays built in to pad AT&T's profits might sound cyincal if not for the fact that they clearly charge us for listing to the receiver's phone ring.
It gets better though. A minute or two later, another notification arrives to announce that I've been charged $0.13 more. Huh? Another minute and a third notification comes through to add insult to injury: $0.01, all without touching my phone. I would love to know what these additional charges are. Sometimes I see them. Sometimes I don't. Whatever the reason, billing $0.34 for a 20 second call is hardly $0.10/min.
