why am I being charged for incoming calls?

my daughter is in New York - I got her an AT&T GoPhone Sim on 10cents plan but she is going through her credit really fast, now we realise that she is being charged for some incoming calls - why?

canot find any documentation that states incoming call minutes are free on gophones, can you supply a link where you saw that incoming calls are not charged for minutes? Pretty sure you are charged anytime you make or recieve a call like normal wireless plans

even normal paid accounts have minutes deducted from the plan for incoming calls
