Difference between broadcast and on-demand ratings - Parental Controls loophole

I am a new U-Verse customer and at first was very pleased with Parental Controls...particularly that by simply blocking Adult Only (AO) content, it blocks the obvious On-Demand hard core porn, but also the broadcast Skinamax, and other premium channel, soft porn without having to block TV-MA which too many shows are rated at (Its Always Sunny or half the Adult Swim shows for example).
Its all because of the AO rating applied in addition to the TV-MA. They show up as Blocked Content in the guide. So far it seems to work perfectly.
HOWEVER...
When looking at Premium On-Demand, all of these "Late Night" shows (with AO rating during normal broadcast) have only the TV-MA rating. So AO blocking Parental Controls fail to block them!!!
Why the difference between ratings in the Guide vs. On-Demand??? If it cant be fixed for some reason, why can't I simply block On Demand????
