GFCI outlets are not a substitute for a proper ground. In fact, the GFCI protection circuit won't even function properly if the outlet isn't grounded to begin with.
All devices that touch the U-Verse service (the RG, the DVR/STBs, any network switches or routers, all computers, and all phone answering machines/cordless base units) must be plugged into a grounded outlet (for 3-prong devices) or at minimum, an outlet with proper hot/neutral polarity (for 2-prong devices) for everything to work properly. In addition, your breaker panel must have proper neutral/ground bonding, and your NID on the outside of the house must also be properly grounded.

I dont think so, because eventhough its a non grounded outlet, the HPNA shouldn't reset by itself becase its a different type of technology, especially in the uverse set-up. Now the best resolution for that one is to call the tech support for uverse and have a tech to come out and replace the connection type outside your premise, it might also lead to replacement of cable pair outside your premise to really distribute the HPNA signal in your premise.

Your statements do not make any sense.
First of all, the original poster is misusing the term "HPNA" -- he clearly means that the RG is what is resetting.
Second, you have jumped to conclusions that the solution to this person's problem is an outside line issue that needs to be fixed by a tech. You do not have any evidence of that at all.
Third, the outside wiring does not carry HPNA. The signal on the outside wiring is VDSL. HPNA is used on coax inside the home.
Fourth, it is well-known by both the techs and most of us here on the forum that the U-Verse equipment is extremely sensitive to electrical problems, especially grounding issues. Premise techs have standing orders that they are actually not supposed to install if the RG cannot be plugged into a grounded outlet. The tech that originally did this person's installation actually should not have done so under this condition.
The logical troubleshooting here is that if the person's RG is continuously resetting, and it's not plugged into a grounded outlet, then that is the very first problem that should be solved before attempting to do anything else.
Much stronger evidence that what you posted is necessary to deviate from a troubleshooting plan that involves fixing the non-grounded outlet first.
