The only suggestion I can think of is for you to tun off the audible alert on the UPS. There may be soimething going on with your home electicity that the UPS is detecting as a problem.

If you have had the unit more than 2 years than it is probably a battery issue, the older black belkin units have know issues that lead to battery pack failure after just two short years.
The unit is also very sensitive as to where you plug it in, make sure it is plugged directly into the wall plug. Sometimes the unit switches to battery power unnecisseraly when plugged into a powerstrip or surge protector.
If it happens are a regular time every other day than chances are it is a failing battery pack. The unit does a self test every 48 hours I believe and if the battery pack is going out then the beep occurs to let you know it is failing. I would highly suggest getting it replaced as soon as possible, once the battery pack is completely gone the unit will shut down and you will lose service completely during self tests until you physically reset the unit.
If the unit is under 2-year old you call At&t they will transfer you to Belkin's corporate service so Belkin can get you a new grey replacement unit as part of the standard warranty (no charge).
If it has been longer than 2 years than you can buy a replacement battery pack on Amazon (or your choice retailer) for about $30. Or (as I did) complain to At&t and threaten to cancel service, they will make sure belkin gets you a new unit.

If it is a CFL bulb, that could be the problem. CFLs do not do well with solid state switchs like you'd find in photo/motion sensors. They do not shut completely down and will create noise on the circuit.
