How do I accomplish an incremental frame forward step like I do/did with my Dish remote? With Dish I can pause the screen then advance in one frame increments by pressing the FF button once. If I press it twice it advances 15 frames and is still paused, thrice advances 60 frames (still paused), and 4x it advances 300 frames (still paused).

This is part of a group of features where U-verse is lacking and non-competitive.
In my area, Charter offers a DVR which allows incremental frame advancing, excellent slow-motion, and the ability to pause a channel, swap to another, then return to the original at the paused point.

Charter is not IPTV and so their dvr would operate differently than the Uverse dvr does. The dvr is decoding the internet packets that are sent from the RG. Maybe the lack of those features are directly related to that difference in how programming is delivered to the dvr. Just a thought.

Exactly. The packets are basically being displayed as close to in-real-time as possible, therefore there is limited "buffering" if you will.
Just like you don't get "instant" playback when you start a YouTube video -- your computer software has to buffer a certain amount. Sure, you can forward to what hasn't been sent/buffered yet, but it has to "catch up" before it starts displaying. Once it has been buffered, then you can rewind, pause, do whatever to it.
It's kind of complicated to explain easily, the difference between the IPTV delivery method and what happens with other methods used by cable/satellite. To properly get this to work, your "instant" channel changing would be the first to be impacted.

I still don't see why being IPTV matters. The delivery method to the DVR may be different than other providers, but once it is decoded and assembled into a video signal that the display can show and is stored on the DVR, manipulating the timecode of the video (forward, backward 1:1, etc) is a different function. Its on a disk, so it shouldn't matter how it got there, or what format it originated in. NTSC video is NTSC video.
That explanation would make more sense for realtime broadcast (live TV), but what about the stuff recorded? Its already all there and doesn't need to be buffered, so it should just be a matter of playback. Logically, realtime (29.97 f/ps) video is more work for a processor to handle than one frame at a time. Realtime playback has to be laced and synchronized with audio. Slow-mo doesn't have audio. All digital video has a time index so it shouldn't be that hard to control.
DirecTV has slow-mo, slow rewind and chapter skip. I hate that with U-verse you have to fast-forward or rewind through long movies or shows and you cannot set bookmarks. With DirecTV you can skip ahead or rewind in 15 or 30 minute blocks or set bookmarks. I miss that too.
I have a simpler reason. I think that the powers that be at AT&T just dropped the ball and overlooked this great feature in favor of others. Like for some I could care absolutely nothing about. Go Interactive, for example. I cut out that button so I can NEVER press it again.

The reason that slow motion and frame advance are not available at this time is simply because the Microsoft Mediaroom software does not yet implement those features. When Microsoft puts these features in, we will have them a short time later.
AT&T did not have any choice as to the included feature set -- once they decided to do an IPTV system powered by Microsoft Mediaroom, they were committed to its feature set.

I wonder how well that is working for MS now?

Did you get the 30 day trial offer? If so, and you are still within the trial period you can cancel now.
