AT&T Online Phone Feature Configurat ion process!

When I log in to try to use the online interface to manage my phone features it tells me to:
Welcome to the AT&T Online Phone Feature Configuration process!
You can edit your current phone feature settings here after this service has been initialized, a process that usually takes only a few minutes but sometimes can take several hours. You'll be notified by email when you can begin editing your phone feature settings online. All other online account management features are still available during this time.
Select Set Up to start the process.
When I press the SetUp button it gives me this error:
MS201: We're sorry. We aren't able to process your account initialization request right now. Please try again later.
No matter how many times I've tried to set this up it always gives me the same error.
I need this fixed. I do not like using the dial in to make changes to features.

Nobody took ownership for fixing the problem and no one offered a solution.

Contact David, who is an AT&T employee in Tier 2 Technical Support. He and his group have been successful with resolving customer issues that remain unresolved.
