Quick question on new install about speeds

Sorry if this is the wrong area for this but this seemed the appropiate place for my question has to deal with both TV side and Internet side of Uverse. I recently (1 week ago) had Uverse installed. I chose the U300 TV package with HD and the Max Plus (Up to 18 Mbps) Internet package.
Now my question is after a week I suddenly noticed that when I have my TV on and do a speed test on the internet it is quite a bit slower than if I have my TV Receiver off. Is this normal?
For the first week I was doing speed tests constantly and didn't notice any change in speed with TV Receiver on or off. It was pretty consistant @ 17.2*Mbps down. Now the last couple days I have noticed that this speed test has been showing slower speeds than normal ,and for ha-ha's I ran a speed test with TV Receiver Off and On.
here are the results
TV Receiver OFF: 17.29Mbps down - 1.47Mbps up
TV Receiver ON: 12.39Mbps down - 1.48Mbps up (tv tuned to STARZHD)
both the access point and tv receiver were refreshed and rebooted
like I said this didnt happen before, but is this suppose to work like this?
model 3801HGV -access point (gateway)
model VIP1216 -Tv receiver

You should have a 32M profile, w/priority of Uvoice, Uverse TV then internet. Generally HD programs each take about 5.7M and SD programs about 2.5M as you show in your example for the 2d week. These values would come off your profile speed to leave whatever amount for internet.

Then post (using the little tree on the reply page) these screenshots:
IP Profile
Bitloading
Error Table
Coax/HPNA (if there is anything showing up)
Works on Windows, not Mac
