Touch tones (except for 1) will not stop dial tone on downstairs phone jack

Hello,
About a year ago, an AT&T tech got a phone jack downstairs working with UVerse.
Now, with a phone plugged in, the touch tones generated by the phone (I have tried several different phones) will not stop the dial tone (ie. bring the line to "Attention" to listen for the phone number being inputted).
The only number the line somehow sees is "1". You can sit there and press all the numbers and the dial tone persists until eventually it times out and you hear a rapid busy signal.
Nothing at all has ever been touched on this line. I have tried different phones, different phone cables, even an old DSL filter box and nothing helps. If you start a phone call from the upstairs phone and pick up the phone on this line, you can hear the conversation and join in no problem, so I know the line is generally OK other than this problem.
Any ideas on how to fix this? I'd like to use a fax machine on this line and have in the past.

Pull down the wall plate on the downstairs jack & reverse the connections of the red & green wires to reverse the reversal. If that does not work try reversing the black yellow.

What did TS say about this issue when you called them? Here is something to try as well. Unplug the ac cable from the RG (Residential Gateway) for 30 seconds. Plug the ac cable back in and when the RG is done booting check to see if other numbers will stop the dial tone.
