I just recently upgraded to att u verse, it is the slowest internet connection since net zero dial up 12 years ago, is this the norm?

The short answer to your question is "no". We need a bit more information:
Which U-verse gateway do you have?
Which U-verse internet package do you subscribe to?
What are your speed tests results?
Are you getting the same speeds with both wired and wireless connections?
