will a dial up modem work with VoIP? can the IP address of the U-Verse modem be changed?

will a dial up modem work with VoIP? can the IP address of the U-Verse modem be changed?
Everytime I chat or call tech support I get a diff answer every time I call, no matter what the question is or how many tims i call,

uverse modem' ip address changes everytime it's rebooted.(hence, dynamic ip)
why use a dial up modem when you can connect directly to the uverse modem for internet connection?![]()

i'm told it's 'sticky' dynamic IP, so it only changes when the ATT main server reboots, i'm pretty sure of that
i want to add a dial up modem in addition to the uverse modem, that's why i asked the question,

I can attest that the dial up modem works on VoIP. Connects at 31.2k or 28k depending on which piece of equipment I call. I use it for programming telephone systems that I can't use VPN to access. I tried several years ago with cable VoIP and it didn't work well at all, so either the technology has improved or ATT's network has better QoS.

Your term sticky dynamic IP is a good way to describe the IP not changing. For the IP to change a tech somewhere needs to change something. There has been a few people declare their IP changes. Your IP should stay the same unless the company does a repair or does a wholesale change of IPs in an area or a single vrad.
