I have an LG Neon II (GW370) and I've recently transfered a few low bitrate (24 kbps) mp3s onto a memory card. Can I use these mp3s as ringtones, and, if so, how?

You might have to put those tones in a certain folder on your SD card, such as a folder named Audio or Ringtones. Once you do that you should be able to highlight the ringtone and select it as a ringtone, if that doesn't work, you will have to copy the ringtone from you SD card to your phones internal storage and they should do it.
