Am I being rightfully billed for installati on after choosing 'self install'?

I ordered Uverse internet around 2 weeks ago. I was told self installation was available and they mailed me a modem.
Unfortuneatly, Uverse could not be activated on the day it was supposed to be activated(on a friday evening)(was switching from DSL to Uverse)I was told that there was something wrong in the line from a certain location to my apartment on that friday afternoon.
So I had to wait til Monday morning I plugged in the modem without any help, shortly after i did this, a ATT tech arrived at my apartment door, small conversation took place, he was in my apartment for no more than a minute and did not touch any modem or anything related to an installation of a modem. All he said was that he had to activate my line from within the building. Shortly after he left my apartment, my modem was working like it was supposed to.
I was not told i was going to be charged for that visit, but then again, I did not ask thinking that since there was a problem somewhere along the line that it was a routine fix or something.
I got my bill this morning and noticed that I was being charged for installation.
Is it too late to try and get that charge waived?
