Did someone @ ATT majory screw up a customer account database upgrade or sometihing ???

I have been an ATT Internet customer since I bought my house around 6/2006. I had DSL until the fall of 09 and according to my current login for Uverse, I've had that since 9/2009. I have NEVER and I mean NEVER had a billing call for my account from ATT. Today around 12:30pm I saw a call show up on my cell from an unknown 800# and I let it roll to VM. Then at 1:25pm another came from the same #. This time there was a VM that said:
Hi, this is AT&T with an important bill reminder. For your convenience and security. Your paperless bill is ready to view online and due shortly. To access your bill, make a payment, manage your account. or set up autopay; log onto att.com/bill. If you recently enrolled in autopay, please allow 1 to 2 bill cycles for the electronic transfer to take effect. AT&T appreciates your business. Our number is 1-800-288-2020.
Note, my bill isn't due until 7/30, so it is NOT late. Also, according to my billing profile, my bill notice settings say that they're inactive according to my summary screen but if I go to edit "Active" is marked on the radio button and everything is gray so you can't choose inactive. Maybe that means you would only change it if you updated TO opt into it and then click save, but that is the worst UI I've ever seen if that's the case. Also the bil notify (not pay notify) just has the question mark that if you hover over it says it's for the bill ready notifications and there's no option to actually select for it and it's blank except the ? on the summary page.
