Never get help and always been getting cheated (the worst company I've experience d)

I chose the U-verse service in Sepetember last year when it was advertised like $14.99/mo (12 months contract) for 3M kbs. In Febrary this year, I moved to my new apt and also relocate my U-verse service there. But in March I received a bill over 100 dollars and I argued with the representives they said it is normal at the beginning of the service. They said they ATT would return the money back. Last month, I received a bill like $14.95 but today I checked my account and ATT charged me $38 dollars again. One more thing is that when I register the U-verse, they said they would give me the rewards cash back for my modem and router. Everytime when I call, they said they would send me the gift card/ rewards card in 4-6 weeks, however, it is already been 6 months, and I do not see anything.
