UVerse Internet Fees - $43 and not $19.95?

I agreed to a promotion price of $19.95 for Uverse Elite Internet as quoted by http://www.att.com/gen/general?pid=7690 "$19.95 Intro Pricing Promotion: Customers purchasing new AT&T High Speed Internet up to 6.0 Mbps will pay $19.95 per month for 12 months after application of bill credit. After 12 months existing standard rates apply unless canceled by customer. Promotional rates may no longer apply if customer upgrades or downgrades their speed tier during term. Requires new or existing AT&T Home Phone Service. Residential customers only. Taxes and other charges apply. First two credits may appear on same bill within the first two bill cycles. Speed claim(s) represent maximum downstream and/or upstream speed capabilities which may vary and are not guaranteed. DSL price includes 150 GB of data/mo. Not combinable with Cable Switch offer. Offer expires 4/19/12." Yet I have been charged $43 these past 2 months and have yet to receive my billing credits. Does my 12 month promotion price agreement begin when my first billing credit is applied? Because honestly I feel as if I've been scammed by the service representative that sold me on this promo.

The credits should start showing up in the 3rd bill, as is standard for ADSL for more than a decade w/ATT/SBC.
If they don't show up on the 3rd bill, contact Alex, the AT&T Community Manager that has helped many users, by Private Message (his response, blue letter in upper right are PMs). Include your full name, account # and good phone #.

As you can see, the rate has still not gone down. Why have I still not received my credit?

This is getting ridiculous. I was told to contact a Jonathan, another representative, that tried to tell me that the promotion only applied if I had an Uverse Voice plan bundled with the internet. Obviously this is not true as quoted by the terms and condition and the sales representative that I spoke with. I agreed to a payment plan of $19.95 for 12 months - why am I STILL being overcharged?
