roller coaster billing!!

I've been a Uverse customer since Aug 2011.  I signed up once service was available in our neighborhood.  I signed up for a 12 month introductory promotion.  I was astonished it was offered, and asked several times if it was truly 12 months.  The ATT associate assurred me it was accurate.  Furthermore, they told me to call in month 11 and renegotiate for a better deal at that time.  I signed up for 1 reason - to save money over having ATT / Direct TV bundle.  I asked repeatedly what to expect down the road.  "No changes unless you fail to call before the 12th month."  The first 6 billing cycles were identical.  $155 and change.  The last 5 months have all been different, ranging from $172 to $255.  This of course has led to a phone call each month to resolve.  I've been told that there's no such thing as a 12 month discount, even thought that was the only reason I signed up.    I've been told it would be fixed the next month only to have to call again.   I've been told the exact amount my next month's bill would be only to have it come in for more.  I've made no programming changes, never order pay per view, but the amount changes month to month.  I love the service and programming, but the incompetency of the billing department has me banging my head on the wall and dreading the monthly bill.  I've been through the forums here and apparently my situation is not uncommon.   I firmly beleive they intentionally screw with the billing in the hope that my ultimate frustration leads to me just writing the check and moving on.
