Bandwidth Cap Question (Toledo Ohio Area)

I have a quick question regarding the Uverse service in the Toledo Ohio area.
I noticed that Uverse has a monthly 250GB cap but I have a friend who has had the service for a couple of years now and has told me they do not enforce it. Is this true? Is it possible that due to the age of his account that he was grandfathered in to no cap?
Anyhow, I have called AT&T's customer service and they confirmed with me that they do have a cap but never mentioned relaxed enforcement. I'd like to switch from my current provider to Uverse I just need confirmation that they do not enforce the cap in my area.

Although bandwidth caps and overage fees are written into the Terms of Service Agreement, no bandwidth caps are overage fees are being enforced for U-verse internet.
