I subscribed to ATT u-verse, and I live in Champaign Illinois. When, if ever; can I expect AT&T to run fiber-optic cable to the box on my block or to my home?

If you subscribed to AT&T Uverse TV, then you have fiber running within a mile of your house today. Assuming you're FTTN, then the VRAD from which your home is served is connected via Fiber.
I would not hold my breath for Fiber to the Home or Fiber to the Curb if you don't already have it.
