I plan to open u-verse internet service at my new apartment and I already have the Motorola NVG510 spare modem laying around. I plan to use that spare modem so I do not want to purchase one from AT&T when I already have a compatible modem that will work with u-verse. My quesiton is, since this is a first time activation at a new location, am I required to purchase a modem from at&t, or is it optional?

You would need to verify that the NVG510 is suitable for the type of Uverse service you will receive. If you get ADLS2+, you're good, if it's VDSL2 then the NVG510 will not work. You can ask them what modem they will ship.
