Memphis Service Problems

Please assist with the repair of a DSL Line in Memphis, TN. The service received from AT&T in this city is literally non existent, this problem is widespread and documented in recent news articles. During the initial activation it took 1 month and 6 missed service appointments and over 20 hours on the phone to activate the DSL line. All of these problems were due to AT&T and not myself or the internal wiring. Now three months later I have been without a functioning internet for nearly six weeks. The internet connection maintains constant signal yet has erratic speed carried through the line dropping from 8mb to less than .5MB. This problem has been confirmed as being in the AT&T main line, not my modem or internal wiring by an AT&T on site inspection. I have now spent over 30 hours on the phone in an attempt to repair this issue. In this instance alone there have been 4 missed service appointments and the problem has yet to be rectified. Now I am dealing with a special representative who also has been unable to get anyone in the Memphis office to resolve the issue or respond to her calls. On one instance an AT&T representative hung up on me because she didn't know why having useless internet for over a month was a problem. During the initial calls AT&T tried to make me repurchase a modem in excess of $100 because the original installer failed to record the installation properly. Please assist with repairing this issue as I have now spent the equivalent of over 8 thousand dollars in billable hours on the phone with AT&T trying to fix this issue, every time being guaranteed that a service tech would show up for their appointments.
