Tv programs skips and internet fails/slow

We got U-Verse about 3 days ago, and everything was running fine. The tv, phone and internet services were fine.
Compared to what I had before, the internet speed is a bit faster, but not as fast as I thought it would be. We got the 12mbs package. I used to download at speeds of up to 250k/s. I'm finding that my speeds are up to 500k/s now (1000k/s if I'm REALLY lucky [it only reached this speed ONCE] ). The lowest speed I reached was 90k/s. I'm not sure if it's the server I was downloading from or what, but that's just plain ridiculous. And now I'm losing internet connection. I know the interet we bought is in bits and not bytes, but the expected speed certainly should not be 500k/s. It should be at least 1000k/s average, and stable .
And today tv programs keep skipping and losing connection. This problem started yesterday around miday, but it wasn't as noticeable as it is now. It loses connection for about 30 seconds.

I also have a few more additional questions. The technician that installed everything used an ethernet cable for a receiver connected to a low resolution television. I don't really need this and would prefer using the wifi signal like the other receivers. How can I switch from an ethernet connection to a wifi connection? I want to conserve bandwith for devices that really need them.
And, can I use a ethernet switch to use mutiple ethernet cables?

The Error Table seems to indicate a definite issue with your system. Call the Technical Support number shown in my signature.
You can only have 2 wireless receivers on your system. How many do you currently have?
By the way, whether the receivers are wireless or connected by Ethernet or coax has no impact on the amount of bandwidth being used.
Yes, you can use a switch such as the NetGear GS108 if you need more than the 4 ports on the RG.
