Unstable internet speed

Hi all,
I have signed for Uverse internet only for around 3 months and it really bothers me that the internet speed has been really unstable. I use att.com/speedtest to measure my internet speed, and it sometimes has 16~18 mbps which is fine as I signed up for 18 mbps. However, most of the time the speed will be down to 6~8 even 2~3 which is unusable.
I have around 15 devices connected to the 2wire gateway wirelessly. And 1 DS1511 connected to it with wire.
I appreciate if any has similiar problem and can help me a bit here.
Also, is there a way to call the Tech Support direcly without having to hear all that useless message like which state you're calling from, please hold while we test your device and etc? The number I am calling it 800-288-2020

Here's some advice: switch to comcast.
I currently have AT&T and it is absolute garbage. Here are some speeds I get. LOL

cant even watch a youtube video. I am switching to comcast this week. Good luck sir.

A few questions:
1. Which U-verse gateway do you have?
2. Do you also have U-verse TV? If so, are any TV streams in use when you perform your speedtests?
3. Are the speed test results that you mentioned with wired or wireless connections?
4. Are you getting the same speed test results with both wired and wireless connections?
5. You mentioned that you have about 15 devices connected wirelessly to the gateway. All devices share whatever internet bandwidth that you subscribe to. When you get the low speed test results, are other devices consuming bandwidth?
6. Also, what results to you get using the following speed test websites?
