What is nginx and why can't I connect to the internet?

We recently "upgraded" our internet service and it pretty much doesn't even work anymore. I'll open a web browser and wait. If I'm lucky, it may connect to my google homepage. Then I'll type in a website and wait. Most often it will "think" and not take me to the webpage, or anywhere.
At that point I try google again, refreshing the page several times in order to cycle through various error messages which include "Unable to connect to the internet, unable to connect to the page," and then finally...
"Welcome to nginx!"
After this message the internet will usually work (for a minute maybe) before cycling through these errors again.
Sometimes there will be variations on the nginx message, like a 0.6.22 or a message about nginx.com. What is nginx anyways, and why am I seeing this message while trying to use your internet services?
We had 2 "technicians" come over already and were unable to solve our problem. I don't have time to be on the phone with your customer service and dedicate a whole afternoon to waiting for a repairman who can't fix my problem. Multiple times.
We are on our last nerves with AT&T and are ready to switch immediately if you're unable to fix our problem. I already get horrible phone service on your 3G network, so it comes as no surprise that your internet sucks as well. I can't use my cell phone while in my downtown chicago office building unless I'm outside. I can't browse the high speed internet we're paying for at home. I wonder why I even give you guys money at all because all you cause are headaches.

This piqued my interest, so I did a search. Someone has given this info, and then suggests if after you have ruled these out, IF it's an ISP problem, you need to contact them.
1) Corrupted DNS cache on the PC (would be solved by a reboot).
2) Corrupted hosts file on the PC.
3) Malicious or corrupted browser toolbar.
4) Other malware, more deeply embedded in Windows.
Those should be detected by antivirus scans.
5) Corrupted DNS cache at the ISP.
If it's not one of those, I've run out of suspects...
If it's an ISP problem, there's not much you can do except report to them what's happening, in as much detail as possible.
...If it's an ISP problem you can use other DNS servers and bypass the ISP provided ones like OpenDNS.
So, maybe you should try our CM and see if he can get this to the right person. Send a Private Message to Alex here:

I think I might have found where this Welcome to nginx. It seems to be triggered when an incomplete web address is entered(www. something TLD). I noticed using an addon with Firefox that it rolls back to the outside IP address. I did a Google search on nginx(pronounced engine-x) and there happens to be a definition on it at wikipedia. With that being said, it seems not to be malware since nginx is legitimate, but a problem with the software connection(if using Vista or above, do a diagnose and repair), or something that worse. Tech support at times needs as much help from your end to get this fixed. Also, www.nginx.org has a FAQ. An good answer to the problem(although it deal with a Facebook problem), does have the soultions to the problem. Go to www.nginx.org/en/docs/welcome_nginx_facebook.html . I hope this helps.

You're welcome. I figured when I saw nginx and found a way to reproduce that message, I decided to look into it. Lots of problems can be fixed on the system end.

I definitely won't rule out the possibility that my computer system may be contributing to this issue, but the problem is that my roommate is also experiencing slowness and disconnections from the network.
The internet was working pretty well a month ago, then there was a week with some big storms and the network went weird. We inquired about this with AT&T and they said there were technical difficulties and should improve in time.
It did improve temporarily, but was still spotty sometimes. My roommate decided to "upgrade" to a higher speed which somehow made things worse. He was on the phone again with AT&T yesterday and the technician offered to up the speed again for an extra $5 a month (personally we shouldn't be paying anything since our service doesn't even work IMO).
It seems faster now (if the network connects and a page actually loads), but we're still experiencing major difficulties (slow connection speeds, drop-outs, disconnects, etc). We literally can't watch a video on youtube for longer than 5 seconds without seeing a "loading" ring and watching the video freeze. It was never this bad a month ago and we were able to watch youtube videos and view web pages normally.
There are also times a web page won't load and I need to refresh several times to reconnect. I'll look at the Network Systems window and it ranges from Excellent, Good, Fair, Limited Connectivity, Acquiring IP address. I don't doubt there may be an issue with my computer but it really seems like a problem on AT&T's end as well (especially since my roommate is experiening issues).
If there's a technician who can check on the 60622 zip code and see if there are Network connectivity issues there I'd appreciate it. I can also PM my address. I've also been told to get the Account # from my roommate for further inquiry. He's pretty fed up with this as well and we're seriously considering switching to Comcast this month.
It's unfortunate too, because I had a great plan with Comcast ($35 a month for internet/basic cable) and decided to cancel it when I moved to this new place in February and had to pay an $85 cancellation fee. Now with AT&T I don't even having working internet and we're paying even more.
We also tested the network speed with the AT&T speed connector page, which gets varied results depending on how well the network is connecting at that given time. Very annoying.
