If what you say is true, AT & T sucks. Lumia 900 is the best phone I've seen. I do not live in the U.S., and I would love to have it.

I don't know. Maybe an ebay seller will have a Rogers Lumia 900 for sale that can ship to Miami for you. It's hard to verify that ebay sellers are being truthful in their sales, but it may be an option for you.
