I have searched through the manual, even searched thought the PDF version of manual and I cannot final any information on the Voice Command feature. The ATT site and Pantech USA site for this phone list this feature as part of the product description.
I reviewed the ATT Phone/device Support, their Tech knowledge base and the tutorials for this phone. I contact ATT custumer support via phone and there could not find the answer.
I even tried to contact Pantech support, but they were of no help. I also tried google for insite, but the phone may still be too new.
I want to check with users first before giving up the ghost on this feature and chalk it up to an error is phone description on all the websites
I also read on these forums that the pervious verison the Pantech Duo has this feature via a CD that was included with the phone, unless I miss read that in my search. The menu structure of the Duo is different than the Matrix, so no clue for me there.
So the bottom line is, does the Pantech Matrix have Voice command capabilities? And if it does how do I access it throught the phone? Or is there a third party app that is needed?
My work Blackberry has this option and at least I could voice tag my V3 razor, before it died. I liked the concept of this phone and would like to have my handsfree option for at least calling back.

The website may have been referring to ATT's Voicedial service which is $5 a month extra which is not a feature of the phone. Some phones do have built in voice dial/command features though. Unless they crippled the phone in the firmware like they have done on many phone in the past to force you to use their features.

No this is clearly a feature.
On the ATT site under the Extras section for this phone.... "Voice dialing and voice commands"
If it was the one with the extra ATT fee then Pantech's site would not have listed this as one of its functions.

Since I cannot edit my earlier message, I will tell you what I found out.
I spoke with ATT and after their searching told me to speak with PantechUSA. I did twice and after a supervisors involvement, I was informed that the Voice Command Feature does not exist on this phone. The description posted on their site is an error, which of course means ATTs and everyone elses that referenced the Pantech site are also in error.
As of Yesterday they corrected the PantechUSA website for the description of the Matrix.
The Pantech technician I spoke with suggested that the error could be due to a difference in the USA version of the phone or the Korean version, but that was before the supervisor involvement.
The Matrix is not classified as a Smartphone so that could be a factor. It does not use the Windows mobile OS/platform, instead it uses a Pantech OS.

That's always good to know at least not everything can be blamed on ATT all the time much to our dismay we love blaming ATT for everything.
