I don't believe that is accurate. AT&T stated that they were going to roll the prior fixes into the larger Tango upgrade (build 8773) instead of sending each out individualy. This has been confirmed by several CS supervisors at AT&T. They have documentation stating that quantum users (amongst others) will receive this update, and that Focus users already have received it; but, there is currently no documentation available to them about when the rest of us will receive it.

Right now all I want is for someone to step up and tell us  when it is going to be released.

 And then there is Microsoft saying they are going to by pass the carriers and release it over WI FI  all way too confusing

Microsoft will bypass the carriers when the 7.8 update comes out

I keep reading this online but it's not what Microsoft Devs told me personally.  They told me they will work with partners going forward to push updates as quickly as possible.  But they never said that carriers could no longer interfere.  At least I haven't found anything from a Microsoft source stating that.  

AT&T is the worst carrier when it comes to Windows Phone support.  They know it.  We know it.  Microsoft knows it.

 As of today they are not aware that we are not getting the update.

 He stated the update is suppose to be there and he is now going to the engineers  to find out why.

 He will call me back

It's looking worse for Quantum users. I tried debranding my phone and updating, and still nothing came through.

Could AT&T be in breach of contract for not delivering updates? Skipping more that one update was not permitted with M$....
