Can receive but can't send AT&T Mail via Windows Mail

Hello,
I'm a newcomer to the AT&T forums and hope you can help me. I'm posting here since this is somewhat technical and Tier One couldn't help me when I called.
On my mother's PC I can receive but can't send att.net mail from Windows Mail. (She's running Vista Home Basic.) I know about the 6/11/11 policy change for new "free AT&T email" users where email clients are no longer supported; however, she is a U-Verse High Speed Internet (paying) customer so I trust this restriction would seem not to apply to her. I have entered the new server properties correctly, I believe, http://www.att.com/esupport/article.jsp?sid=KB4015
I have the identical setup on my PC and can send & receive in Windows Mail. I noticed that in comparing the appearance of the AT&T Web Mail side under "Options | Mail Options", I have a "POP & Forwarding" option but she does not. I think somehow her AT&T Mail got set-up as if it were a freea acount and not part of U-Verse. So, I need that fixed (assuming there's a connection) and then see if that will fix the Windows Mail issue.
I get an error code 0x800CCC0F. (Should I also post this to the "Error Messages" section?)
I know I can just use AT&T Web Mail as a "work-around" alternative; however, I am legally blind and my mom is a brand new PC user ad the very "clean" simple interface of Windows Mail is so suitable for our needs that we really don't want to compromise.
I would so appreciate any assistance, as I have spent way too many hours on this already. Thank you in advance for your anticipated help.
