I believe you can only use paypal if your services are prepaid and not a service contract.

If you had a PayPal debit card like myself, maybe. But I have a business account so I don't know if anyone can get one, maybe

as JFizDaWiz said, if you have a paypal business or premier account, you can get a paypal debit mastercard. It can be used to pay your bill.
I've had one for years I use it to pay for EVERYTHING. It gives 1.5% cash back, so I thats why I use it for everything. I get atound $100/month back. I think newer accounts only get 1% cash back, but hey its something.
