The discount is on your account but it not all plans and features qualify to be discounted. It's not that AT&T "removed" the discount from your son's line, it's there, but the data plan on his line doesn't qualify for it. About your last sentence... Unfortunately it doesn't work like that.

I don't have any discounts on my $30 data lines. In fact I recall when I signed up, AT&T specifically told me they do not discount data. I've been quite surprised recently to find they did discount my $50 data line.
That said, I don't fully support what they do, but nonetheless they did tell me this before, and the fact that they're now discounting the $50 plan is an improvement. It doesn't make them "greedy."
Also threatening to cancel all your services, especially doing on a forum, gets your nowhere.
