If this is your first bill after you changed your rate plan to the 1400 mid billing cycle you may be seeing a prorated bill. Depending on if you are on advance billing or arrears billing.
Advance prorated billing would be like this, you are credited for the monthly recurring charge of your old plan x days on plan then you are charged for the monthly recurring charge for your new plan x days on plan then charged the full (30 days) monthly recurring charge for the new plan,
Arrears prorated billing would be like this, you are charged the monthly recurring charge of your old plan x the number days you were on it then you are charged the monthly recurring charge of your new plan x the number of days you were on it then you are charged the full monthly recurring charge for your new plan on the next billing cycle invoice,
Also, I see you mention you added two more lines, were there $36.00 activation fees or upgrade fees on your bill? If there was activation fees for the two lines added you may have been charged $36.00x2=$72.00. And if you used upgrades for the two new lines you may have been charged another $36.00x2=$72.00.

depending on how the agreement is written for the discount you may only be getting the 20 percent off on the voice portion on the main number, as far as activation fees you again need to check the agreement - call in would be your best bet.
