Changing Rate Plan - 700 to 550

For the longest time I had the 700 minute rate plan for $60 a month with three extra lines on the account. Just today, I deactivated one of the lines, so I'm left with three, and I tried to go down to the 550 plan to save a bit of money (seeing as with even 4 lines of service, we never even went over 200 minutes used in a month).
HOWEVER! When I tried to do this, it told me in order to complete the request, it had to boot one of the lines of service off, leaving me with only two lines of service on the family plan.
The line it wanted to boot is off contract, waiting for the next iPhone to upgrade.
I want to know why it's trying to boot this line from the Family plan when I try to change it. Any help?

the 550 plan only allows 3 lines, you have 4 currently so one is required to be removed before you can downgrade your plan. Another point, you will lose all roll over minutes down to 550, both of these reuqirements are documented

When you say "deactivated" do you mean suspended or canceled?
