I signed up for this forum in hopes of finding answers about my 87-year-old mother's landline home phone. Apparently, that isn't a topic that is available on this forum. Can anyone tell me where I can find a forum that includes this topic?

My mother has an AT&T landline phone and she also has AT&T U-Verse TV (but not internet). I tried to set up an online access ID so I could view both accounts for her online. It let me set up the landline phone, but then when I tried to link the AT&T U-Verse account to the same access ID, it said "Not Allowed - a US IP Address is Required". I live in Texas and my internet provider is Time Warner Cable. Why would AT&T think my IP address is not a US address?

This sounds like a site issue. The site might not be able to reverse trace to you ISP properly and gets lost. I could recommend trying an alternate browser like FireFox.
IP addresses aren't designated to specific territories. There usually assigned in groups to the ISP.
