If it was ME, I wouldn't download it...could be something that you're going to end up paying for without even realizing it. That's must my opinion, though.

What phone are you using? Have you called ATT to have them verify that your account is setup correctly?

It is a Lumia 900 and ATT has not been much help

I would check out the windows phone boards here under phones and devices and see what others might be able to offer.

Are you strictly on wifi when trying to download?? It's just a thought but I've noticed, when I get an MMS from someone, if I am srtictly on wifi, I can't download it. So, I switch my data on , and try again and then the MMS with download, with no problem.

I don't have that lumia phone, but it sounds like your mms APN settings could me incorrect or messed up. If you 3g/4g work fine, you could double check those settings if your phone gives you access to them. That's the first thing I would check.
I found this info by googling, maybe this could be the issue, as it seems the AT&T lumia doesn't give you access to mms settings.
Lumia 900 models which are currently available in the US and CAN region either come with MMS settings pre-installed or should get these from the SIM when going through the Device First Usage (DFU) procedure. For this reason the Network Setup app is not available in these regions for the Lumia 900.
If you start a Windows Phone for the first time without the SIM it will not read settings for MMS when inserted afterwards and you will have to reset and go through DFU for it to read the proper settings from the SIM.
If one of the following is the case for you you will have to reset your Lumia 900 with the SIM inserted and go through the DFU procedure;
1. You did not have the SIM inserted when you first turned the Lumia 900 on.
2. You have reset the Lumia 900 without the SIM inserted.

I am at my wits end, I have done a hard rest and still no change. I have gone through and checked, rechecked and checked again my apn settings. I have tried with wireless on, wireless off and still I can't send or recieve pictures via messaging, I am hoping someone else with a Lumia 900 has figured this out.........

Check your other tread on this I posted a link that may explain things..but NOT looking too good.
